Rules and Penalties as of Oct. 2011

Section 1.   Members

1.Every member must be knowledgeable of the by-laws and rules.
2.Members in good standing may drive more than two wagons and two chariots in any Alberta sanctioned show.
3.Rookie wagon drivers must be the full age of sixteen years, cart drivers must be the full age of fourteen years, with parents written permission. A copy of the birth certificate is to be sent to the secretary by the first day May of that year. Rookies cannot have raced anywhere or anytime before.
4.Members may run wherever they want to.
 

Section 2.   OUTFITS

1.Each wagon or chariot outfit must have their own wagon or chariot except in the case of an accident in which the wagon or chariot has been damaged.
2.Each wagon outfit must have a holder.
3.Each chariot outfit may have a holder if so desired but is not compulsory.
4.Holder must ride in wagon or chariot until approaching track barrel.
5.Driver and holder must have matching racing jackets, corresponding with the barrel colors. Any footwear chosen by driver is permitted.
6.Any driver who is injured or becomes ill, may use another member to drive his outfit with the approval of the show director.
7.Any member must have approval of the director in charge of the show to use a substitute driver.
8.Hard hat may be worn on the track.
9.Each outfit must have a number of it's own and when a member is running more than one outfit, each number shall be registered with the association.
10.All outfits must be in the infield before the start of races, and at the discretion of the director, must remain in the infield until races are completed.
11.Drivers shall have reliable help(at least 14 years of age) to hold outfits in the infield until races are completed.
12.Each owner is responsible for drug testing for any horse hooked on his outfit.
 

Section 3.   SHOWS

1.All Alberta shows will pay in cash.
2.All entry fees paid at race meet shall be paid in cash.
3.The entry fee to Alberta shows shall be $10.00 per day for carts and $15.00 per day for wagons.
4.All payments are to be made to the secretary and no petty cash shall be kept on hand.
5.All Alberta point shows shall be signed by an Alberta director.
6.Any show with $2000.00 or over per day payout shall be an Alberta point show if approved by the board and signed before the deadline. Any show under $2000.00 will be an Alberta show but not count for Alberta points.
7.Payout sheets shall be posted on the first day of a race meet.
8.All times plus penalties are to be posted each day and totaled on the final day.
9.Limited shows will count for Alberta points.
10.Expenses for shows will be taken out of purse money.
11.A veterinarian and an ambulance for horses and drivers must be present at all Alberta shows.
12.Passes-Directors shall request that all host organizations allow 2 passes per wagon and one pass per cart. If drivers are charged at the gate they must be reimbursed in this way or it will not be a point show. Directors will give entry list, judges and timers names for passes to gate personnel.
13.Permits-- one show $50, second show must pay $65- balance of membership.
 

Section 4.   TIMERS

1.Timing shall be done with the video camera and timer. Time given an outfit will be the first part of the horse recorded touching the finish line whether it be nose or hoof.
2.Starter will use a remote start to blow the horn to start the race.
3.Mechanical device used to start hand watches simultaneously can be used for backup in the case of power failure or problems with video timer.
 

Section 5.   HORSES AND EQUIPMENT

1.No horse under two years old shall be allowed to run at any race.
2.Horses which are thin, underfed and not properly cared for shall not be permitted to race.
3.Any horse which drops dead on the track shall be checked by a veterinarian.
4.All stallions must be tied with two separate headstalls to separate rings or spokes.
5.Barn space will be on a first come first served basis.
6.Equipment must be in good repair. Any equipment may be ordered repaired by the directors and these repairs must be done before it can be used in a race.
 

Section 6.   RACES

1.Barrels used for chuckwagons and chariot must be made of plastic.
2.All outfits must try to complete every race.
3.Holder must go the fastest way out of the infield without interfering with other outfits.
4.An outfit whose time is affected through no fault of his own will get average running time made in that heat, plus his own penalties incurred previous to and following the foul.
5.Random testing for drugs can be carried out at the track at the discretion of the government veterinarian.
6.Anyone seen giving horses anything by syringe, orally or with needles, without the directors permission, will be disqualified from the show. Must sign a waiver stating that you are giving the horse the medication you say you are.
7.To protest a penalty in the barrel area the complainant will pay $50.00 protest fee which will be returned if complainant is right, forfeited if wrong. Must go to the director within 15 minutes of the last race. Video must be viewed together with complainant, judge and director. Protest fees go to host club.
8.Pullout at barrels: Maximum two attempts allowed. Will be penalized for each pullout.
 

Section 7.   INSURANCE

1.If a claim for property damaged by a chuckwagon or chariot outfit the person responsible will pay 50% of the deductible up to one thousand($1000) dollars.
 

Section 8.   FINES AND SUSPENSIONS

1.Suspension of a member shall include his outfit. Horses can be run again if there is written proof that they have been sold to another person.
2.Out of province suspension lists will be honoured.
3.Anyone leaving a show early, without legitamate excuse or without directors permission, will be fined $150.00.
4.A fine of $50.00 will be levied for not canceling the entry to a show before the closing date without valid reason.
5.Fighting at races will result in a $200.00 fine plus no prize money and no points for 5 racing days. All directors at that show will deal with the matter.
6.Anyone seeking reinstatement into the APC&CA after being suspended for participating, joining, or running at an unaffiliated club's show, will have to appeal to the executive for reinstatement.
7.Anyone running an unmeasured or illegally measured(Interprovincial) horse at APC&CA shows will get no time and no pay for those days, and will be issued a $500 fine to be paid before being sold another membership.
 

Section 9.   BARREL COLORS

1.White (Barrel 1)
2.Red (Barrel 2)
3.Black (Barrel 3)
4.Yellow (Barrel 4)
 

Section 10.   CHUCKWAGON RULES

1.A chuckwagon outfit consists of a legal wagon drawn by four horses measured under the APC&CA accepted measurement.
2.Wagons can be weighed at any show. The total weight of wagon including added weight shall be stamped on wagon by Director conducting the weighting.
3.Wagon weight must be minimum of 550 pounds dry without the driver.Only one chance shall be given to get the wagon up to proper weight.
4.Wagon wheel tires must be of iron or steel.
5.Wagon wheel tires must be 1 1/4 inches to 2 1/2 inches in width.
6.Wagan wheel must not be more than 43 inches in height.
7.Wagon wheels must not track more than 62 inches in width.
8.Wagon box length must be between 7 and 9 feet.
9.Wagan box width must be between 34 and 38 inches.
10.Wagon wheels may be equipped with bearings.
11.Wagon wheels must not be equipped with rubber tires.
12.All wagan wheels must have wooded or false fellies.
13.Wagon wheels must not turn under wagon box.
14.Each outfit must do a fgure eight around their designated set of barrels. Positions will be drawn for the first day and there after will be changed one, two, three, four.
15.Barrels shall be set according to the infield shape and size.
16.A legible chalk line mark between top barrels must be used as a guide for judging interference. Mark to be midway between top barrels. Wagon must stay within 1O ft. of barrel one.
17.Each outfit shall have a name on the canvas and a number on the wagan. Numbers to be six inches high. Standard tarp size is 50 in. x 70 in.
18.Spare horse - horses can be hooked from a cart to a wagon and from a wagon to a cart on a half (1/2) mile track with directors permission or discretion.
19.Any wagon ahead of any other wagon must stay in their own lane from the fourth (4th) corner to the finish line.
20.Allowed maximum two attempts coming into the barrels, then must pull out. Will be penalized for each pullout. No penalty if starter calls pull out.
 

Section 11.   CHARIOT RULES

1.A chariot outfit consists of a legal chariot drawn by two horses measured under the Alberta Professional Chuckwagon and Chariot Association accepted measurment.
2.Chariot must be of basket type and wheels enclosed.
3.Chariot width must be between 36 and 48 inches.
4.Wheel size must be rubber 400 x 8 inches.
5.Bearings will be allowed.
6.Member's number must be six inches high painted horizontaIly on the chariot in contrasting color.
7.Each outfit must do a figure eight around their designated set of barrels. Positions will be drawn for the first day and there after will be changed one, two, three, four.
8.Barrels to be set according to infield shape and size
9.A legible chalk line mark between top barrels must be used as a guide for judging interference. Mark to be midway between top barrels.

Section 12   PENALTIES

 

ONE SECOND

1.For each pull out to outfit causing it. Maximum two (2) pull outs (except if called by starter)
2.Short or rolled sleeves, driver or holder.
3.No western hat at start of race (hard hat optional).
 

TWO SECONDS

1.Drivers and holders shirts do not match.
2.Holder assisting after the horn blows.
3.Holder intefering with other contestants.
4.Holder knocking over a barrel.
5.Wagon starting ahead of horn.
6.Driver interfering with another driver after the race.
7.Whipping with line ends or substitute, or slapping with hands.
8.Hub of rear wheel being ahead of track barrel when horn blows.
9.Canvas or sign coming loose and flapping or falling down during race.
10.Dragging lines.
11.No number on chariot or wagon.
12.Failing to be in the infield before races start or leaving infield before races are over, at directors discretion.
 

FIVE SECONDS

1.Being slow coming into barrels or deliberately holding up the race. To be called by starter.
2.Knocking over a barrel (five (5) seconds for each barrel).
3.Not running own barrel pattern.
4.Off course (barrel area or on the track).
5.Touching barrel with free hand to avaid tipping it over.
 

TEN SECONDS

1.Missing a barrel (ten (10) seconds for each barrel).
 

FIVE TO TEN SECONDS

1.Interferance (cutting off another driver).
Additionally lose one (1) point per penalty second from total year standings.
2.Crowding (judges discretion).
 

TWO TO TWELVE SECONDS

1.Foul or abusive language.
2.Unsportsmanlike conduct.
Additionally lose one (1) point per penalty second from total year standings.
 

Section 13.   OFF TRACK PENALTIES

 

COMPLAINING TO FAIRBOARDS WITHOUT DIRECTORS KNOWLEDGE

1.Each person will have one (1) second penalty added to time plus five (5) points deducted from years total standings.
 

Section 14   JUDGES

1.Judges must wear cowboy hats and long sleeved western shirts, or matching shirts or vests if provided.
2.Judges and/or Directors may disqualify a member for one or more days if he has been guilty of a deliberate infraction of the Association By-laws or Rules.
3.When penalties are awarded, the judges and/or Directors decision will be final.
4.There will be one judge per barrel.
5.Barrel judges shall be appointed or hired by the Directar in charge of the race meet.
6.Starter shall start the races and observe infractions in the starting area.
7.There must be at least one judge on horseback to observe infractions of Rules or by-laws on the track and also pick up outfits in trouble.
8.Judges will have the power to suspend a contestant through the Director in charge of the race meet.
9.Judges must write down reasons for all penalties and turn them in to the race recorder. All must go through the starter.
10.Judges shall carry out their duties without prejudice or favoritism.
11.Judges and/or Directors may check any driver, pony or equipment before a race, and any driver or outfit who for any reason in their opinion is a menace to other contestants will not be allowed on the track and not be allowed to run.
12.Judges with horses at the same race meet shall be paid equally.
13.If a starter on horseback is hired, he will be responsible for getting his help as needed and they will each receive $150 per day.
14.Barrel judges may instruct drivers on their barrel to back up if they are ahead of the barrel.
15.Barrel judges and judges on horseback will be expected to attend the annual meeting.
16.Directors will not judge at their own shows.
